Is is true that Mail delivery is not cluster aware ?

Somewhere I read that Mail delivery is not cluster aware by default so a server with mail to deliver to a user on Server 1 will usually wait for that server to become available even Server 2 in the cluster is online

􀂃 Router – Advanced – Controls – Cluster Failover
􀂃 Disabled, Enabled for Last Hop, Enabled for All Transfers
